Summary

In 1913, the California state legislature created the Public School Teachers’ Retirement Salary Fund (Statutes of 1913-AB1263) as a function of the State Board of Education. The California State Teachers’ Retirement System (CalSTRS) was created to provide teachers with retirement. From 1913 to July 1, 1972, CalSTRS operated as a pay-as-you-go model.

In 1982, CalSTRS was required by state statutes to terminate its interagency agreement with the Public Employees Retirement System (CalPERS) for use of the services of their investment staff to manage the CalSTRS Investment Portfolio. CalSTRS was then tasked to create their separate investment management office.
