Canada Prime Minister Justin Trudeau enacted the Emergencies Act on February 14, 2022. The decision was made in response to the ongoing blockades and protests against the government’s COVID-19 mandates and restrictions. The Emergencies Act is a statute passed by the Parliament of Canada in 1988 which authorizes the federal government to take extraordinary temporary measures to respond to public welfare emergencies, public order emergencies, international emergencies, and war emergencies. The law repeals the War Measures Act passed in 1914. Under the Emergencies Act, the federal Cabinet can declare a national emergency in response to an urgent and critical situation that cannot be dealt with by any existing law, and either is beyond the capability of a province to deal with it or threatens the sovereignty of Canada. In an ideal “free” society, most historians can reach consensus that governments don’t get to decide whose views are “unacceptable” or whether it will “tolerate” them.

The Emergencies Act was enacted to replace the War Measures Act, which was used during World War II to intern Japanese Canadians and Italian Canadians, and during the FLQ Crisis in Quebec.

Using powers granted under the Emergencies Act, the Canadian federal government has directed banks and other financial institutions to stop doing business with people associated with the anti-vaccine mandate convoy occupying the nation’s capital. According to the regulations published, banks are required to monitor and halt all transactions that funnel money to demonstrators.

Canada Deputy Prime Minister Chrystia Freeland stated on February 17, 2022, “The names of both individuals and entities as well as crypto wallets have been shared by the RCMP with financial institutions and accounts have been frozen and more accounts will be frozen.”

Canada’s Deputy Prime Minister says, under the Emergencies Act, banks can immediately freeze or suspend bank accounts without a court order and be protected from civil liability.

In December 2020, Trudeau had come in support of the agitating farmers in India and said Canada will always be there to defend the right to peaceful protest.
